The issue on measures of the POR of the Region of Puglia (Region Operative Plan) of the year 2000 – 2006 needs to be explained in more depth. These measure relate more specifically on the IV axis and are aimed at supporting the local development and are extremely important for the area. The are the following.

Together with the POR Puglia measures- having general characterization- there are also other kind of measures that resemble those listed above. Nevertheless, these have a financial capacity derived from those interventions with territorial (Territorial Integrated Projects ) and sectorial (Sectorial Integrated Projects) character.
Territorial Integrated Projects are characterized by intervention made in the territory of the Puglia’s Provinces, especially for those areas requiring a similar productive specialization and for those areas having the capacity to develop themselves in order to contribute to the growth of the Region, apart form the area of tourism and cultural heritage. The territorial reference for these sort of projects is constituted by the industrial districts and by the local productive systems which have been selected after specific studies carried within the framework of the Multiple Find Operative Program of the year 1994.
The number of TIP kind of projects that have been selected over the Puglia’s Region are in total 10. The Municipalities of the area of the System belong almost all to the TIP projects number 4 of the Area of the Murgia. The TIP area of the Murgia has been approved by the Regional Government of Puglia on the 13th of December 2004: this will contribute to consolidate the local system based upon rural economy and on the sofa manufactured production through the chain integration and the diffusion of innovation processes of products through the adoption of elevated segments of the offer. The quota for public resources available is about 85,12 millions of Euros. The TIPs types of projects give evidence of the fact that enterprises can use and have advantageous result by the adoption of the following measures:

The Sectorial Integrated Projects (SIP), instead, are interventions aimed at giving support to those areas whcih are not indicated in the TIPs and are exclusively addressed to tourism and culural heritage. These are characterized by:
- Their territorial profile and the selection of homogeneous areas which are qualified by specific historical and cultural emergencies that possess other resources such as environmental, historical and cultural ones, and which are vulnerable to the development of the logic of integration;
- The profile of the intervention, by the integration of public and private intervention; intervention aimed at the recovery and at the development of cultural and historical heritage and intervention aimed at the development of services connected to reception and management of cultural heritage; interventions aimed at the development of a new kind of reception, in particular through the recovery of existing manufactured products highly interesting from the historical point of view and another kinds of interventions aimed at the development of environmental heritage and other intervention aimed at the development of complementary tourist equipments and of tourist attractors; interventions aimed at the promotion of the system and in favour of specific initiative;
- The profile of the program composition, by the use of a plea of measures in the framework of the POR and by the possibility to forecast a plurality of typologies of intervention coherent wih the provisions of each of the indicated measures.
Only a number of few Municipalities in the area of the System are involved in the Sectorial Integrated Projects: these are Altamura, Gravina, Laterza (which is part of the tourist sightseeing and cultural tour of the Caves Habitat); Gioia del Colle and again the Municipalities of Altamura and Gravina (the Normans – Swabian – Angioin cultural and tourist sightseeing tour). Both SIP have been approved by the decision of the Reigonal Government on the 30th of Novemebr 2004 and indicate a financial capacity of 63,18 millions of Euros for the Cave Habitat. For the Normans – Swabian – Angioin area there is a financial capacity of 103,28 millions of Euros. The measures are the following:
